Default Using A Credit Card To Pay A Bill

In the UK you are not allowed to use a credit card (of any sort) to pay a credit card bill, even if it is from another company. It makes sense too, because you would be paying a bill with money that isn't yours, and you could in theory just pay from card to card and never actually pay anything off.

But my husband pays all the time with one of his cards, so is this allowed in America?
